Abstract:
This abstract highlights the challenges faced in accessing and effectively utilizing Open Educational Resources (OERs) in both single and dual mode Open Education (ODE) institutions in Lagos. OERs have emerged as a promising solution to expand educational access, promote affordability, and enhance the quality of learning materials. However, despite their potential benefits, OERs face significant challenges in terms of accessibility and utilization, particularly in the context of ODE institutions.

Firstly, one of the primary challenges is limited internet connectivity and infrastructure. Lagos, being a densely populated city, experiences issues such as inadequate broadband connectivity, power outages, and unreliable internet access. These factors hinder the seamless access and downloading of OERs, especially for students who may not have access to personal devices or reliable internet connections.

Secondly, the lack of awareness and digital literacy skills among students and educators poses a significant hurdle. Many students and teachers may be unfamiliar with OERs and lack the necessary skills to effectively navigate and utilize these resources. This knowledge gap can hinder the integration of OERs into teaching and learning practices and limit their overall impact.

Thirdly, there is a scarcity of localized and contextually relevant OERs. While OERs are designed to be adaptable and customizable, there is a need for region-specific content that aligns with the local curriculum and cultural context. The absence of such resources restricts the effectiveness of OERs in meeting the specific educational needs of students in Lagos.

Additionally, issues relating to copyright and licensing create legal and ethical challenges for OER utilization. Educators and institutions may be unsure about the permissible use and modification of OERs, leading to concerns about copyright infringement. These uncertainties can impede the adoption and integration of OERs into formal educational settings.

To address these challenges, it is crucial to invest in improving technological infrastructure and expanding internet connectivity in Lagos. Efforts should also be made to enhance digital literacy skills among students and educators, providing training and support to effectively navigate and utilize OERs. Furthermore, collaboration between local educators, content creators, and ODE institutions can help in the development and adaptation of contextually relevant OERs.

In conclusion, the challenges of accessibility and utilization of OERs in single and dual mode Open Education institutions in Lagos are multifaceted. Addressing these challenges requires a comprehensive approach that focuses on improving infrastructure, developing digital literacy skills, creating localized OERs, and clarifying copyright and licensing issues. By overcoming these challenges, OERs have the potential to significantly enhance education accessibility and quality in Lagos.
