ASSESSING THE CHALLENGES AND OPPORTUNITIES OF IMPLEMENTING AN INTEGRATED PERSONAL RECORDS MANAGEMENT SYSTEM IN NIGERIAN GOVERNMENT AGENCIES

Abstract:
Effective record management is crucial for the efficient operation and accountability of government agencies. In recent years, there has been a growing recognition of the need to transition from traditional paper-based record-keeping systems to integrated electronic systems. This research project aims to assess the challenges and opportunities associated with implementing an integrated personal record management system in Nigerian government agencies.

The study will employ a mixed-methods approach, combining qualitative and quantitative research methods. The research will include a comprehensive literature review to identify the existing challenges and opportunities of implementing integrated personal records management systems in government agencies, both in Nigeria and in other countries. Additionally, primary data will be collected through surveys, interviews, and case studies conducted in selected Nigerian government agencies.

The challenges to be investigated include the lack of awareness and understanding of electronic records management, inadequate infrastructure and technical capacity, resistance to change, security and privacy concerns, and budgetary constraints. The research will also explore the opportunities that an integrated personal records management system can bring, such as improved access to information, enhanced efficiency and productivity, enhanced decision-making, reduced operational costs, and increased transparency and accountability.

The findings of this research will provide valuable insights into the current state of records management practices in Nigerian government agencies and the specific challenges and opportunities associated with implementing an integrated personal records management system. The research will contribute to the existing body of knowledge on electronic records management and provide recommendations for policymakers and practitioners in Nigeria to effectively implement and address the identified challenges.

By bridging the gap between traditional paper-based systems and modern electronic records management, this research aims to support Nigerian government agencies in improving their records management practices, fostering transparency, accountability, and efficient service delivery. Ultimately, the successful implementation of an integrated personal records management system in Nigerian government agencies can contribute to the overall development and governance of the country.
