INSTITUTIONAL PREPAREDNESS FOR FIRE DISASTER MANAGEMENT IN NIGER STATE, NIGERIA

Abstract:

Fire disasters pose significant threats, particularly in densely populated areas, due to their rapid and extensive spread. The devastating aftermath of these incidents underscores their severity. This study focuses on evaluating the existing institutional capacity in Niger State, with the objective of providing recommendations for the effective management of fire disasters in the region. To achieve this goal, the study aims to:

  1. Examine the experiences of fire disasters in Niger State.
  2. Assess the capacity of institutions responsible for managing fire disasters in Niger State.
  3. Evaluate current capacity-building efforts.
  4. Propose strategies for improvement.

The research methodology employs both primary and secondary data sources, involving the selection of three out of the six identified agencies for the study. The sampled agencies include the Niger State Emergency Management Agency, Niger State Fire Service, and Nigeria Security and Civil Defense Corps. A total of ninety-six questionnaires were distributed to disaster managers identified in the study.

The findings reveal that a significant portion of the staff in these agencies were transferred from different departments or ministries into disaster management roles. Notably, the fire service was the sole agency that directly employed most of its field officers. However, critical challenges affecting agency performance include insufficient fire safety equipment, understaffing, and inadequate funding for fire disaster management.

In light of these findings, this study recommends the following actions:

  1. Raise awareness among political leadership regarding the importance of continuous institutional capacity building for disaster managers and sustainable human development.
  2. Empower the public to recognize the significance of capacity building, encourage vigilance, identify capacity gaps, and advocate for continuous institutional capacity development
