Examining Stakeholder Management in the Implementation of Public Construction Projects in Abuja Nigeria

Abstract:

The Nigerian construction industry is characterized by intricate structures involving a diverse array of stakeholders. Despite the active participation of these stakeholders in construction projects within the study area, project performance continues to face impediments attributed to deficient stakeholder management. This research seeks to scrutinize the realm of stakeholder management in Abuja’s construction projects, aiming to enhance project performance. The investigation identifies and evaluates obstacles to effective stakeholder management in construction projects, assesses pivotal factors influencing the successful execution of these endeavors, examines tools deployed for stakeholder management, and analyzes strategies employed to address stakeholder conflicts. Employing a mixed-method research design, encompassing both qualitative and quantitative methodologies, the study conducts semi-structured interviews and administers questionnaires to 30 purposively selected construction professionals, distinguished by their industry experience. Through content analysis, data derived from these interactions are scrutinized. The study elucidates 25 barriers impeding stakeholder management, as well as 14 critical factors that contribute to the triumphant management of stakeholders. Additionally, it highlights four distinct tools utilized in stakeholder management and identifies 23 dispute resolution methodologies, all garnered from the conducted interviews. To determine the relative importance of Critical Success Factors (CSFs), barriers, and tools, the study employs the Relative Importance Index (RII) method for ranking. Synthesizing findings from interviews and questionnaires, the study underscores “Insufficient familiarity with stakeholder management protocols” and “absence of well-defined stakeholder management procedures” as the most notable barriers affecting stakeholder management. Among the essential factors driving successful stakeholder management, effective communication emerges as the foremost concern. The research observes that project meetings and communication planning stand out as prevalent techniques for stakeholder management, while stakeholder analysis and mapping prove to be the most efficacious strategies. In the realm of resolving stakeholder conflicts, dialogue and negotiation surface as principal response strategies. Ultimately, the study contends that despite cognizance and acknowledgment of the significance of adept stakeholder management, its implementation in practice often deviates from established literature. Consequently, the research underscores the necessity of addressing barriers and advances recommendations, including the incorporation of robust stakeholder analysis and engagement processes within consulting project management firms tasked with overseeing project stakeholders.
